Kirknewton Community Participation Exercise 2020/21 – the results

This is our third Community Participation Report – and our biggest yet! Please do take the time to read through the report and the many comments of all who contributed. This study helps us all to understand what people like about the village and what we feel could be improved.

Over 680 people took part. That’s considerably more than the 2014 study. It represents over 35% of our entire community population, and all this during a time when Covid-19 restrictions were in place. It is testament to not only the work of our independent consultant, Vikki Hilton, but also to the people who work behind the scenes supporting this work. Most importantly it is thanks to everyone who had their say. You know what matters, what is missing, what you would like to see happen, and perhaps how to achieve those outcomes that will make Kirknewton a better place to live.

This study has been fully funded by Kirknewton Community Development Trust. The Board believe it is a worthwhile investment, providing a substantial corner-stone for everything that we do. It will inform our third Kirknewton Development Plan 2021-2025. It will help the Board direct where to direct our energies and resources. It will inform politicians at the highest levels and help develop their local plans. It will unlock funding to support projects. That funding will help towards local employment, the learning of new skills and will encourage volunteering across the community. The best part of being involved with the Trust is meeting members of this community who want to take a positive and active part in making things happen.

The next step is to gather your thoughts on its content. Working with the Community Council and stakeholder groups (who also get a copy for comment) we will develop the first draft of the new Development Plan. You will get an opportunity to comment on that before we agree a final version, hopefully by September/October 2021.

A Skills and Volunteer Audit will follow to see if you can help us bring your talents to each project. Progress really only happens because of volunteers. You are very important to us. As we build up the Development Plan don’t be surprised if someone taps you on the shoulder and asks you to help make these ideas become a reality. You don’t have to sit on a committee to do that. You just have to have the enthusiasm to get involved as much or as little as you can.

Following the last Development Plan we have achieved some of the proposed outcomes (see below). Some outcomes have not been fully achieved and if the community appraisal suggests they are still required they will remain an ambition of the Trust and the community.

After the challenges presented to us during Covid-19 (which, it has to be said, Kirknewton and the community met in a very positive way) the final Development Plan will help us to form a framework around which we can build a stronger, friendlier and more resilient community within Kirknewton

WE DID – WE HAVE SUPPORT IN PLACE UNTIL THE END OF 2021

YOU SAID – SUPPORT LOCAL GROUPS

WE DID – KCA, GALA, VILLAGE HALL GROUP, SENIOR CITIZENS GROUP AND LANG WHANG WOMBLES ARE ALL NOW COMMITTEES OF THE BOARD.  THE BOARD ALSO COMMITTED TO THE SALARY OF THE FINANCE OFFICER TO SUPPORT FINANCIAL RECORDING FOR THESE GROUPS TO MEET CHARITY REGULATIONS.  WE ALSO HAVE NEARLY COMPLETED WORK ON A TRACKER TO MONITOR ALL FUNDS IN A MORE EFFECTIVE WAY.

WORKING WITH THE COMMUNITY COUNCIL AND THE VILLAGE HALL COMMITTEE WE PLAN TO REVIEW STORAGE, REDECORATE THE VILLAGE HALL AND INSTALL A NEW LIGHTING RIG FOR EVENTS.

YOU SAID – ADVISE LOCAL BUSINESSES TO SUPPORT THEM

WE DID – SOME LOCAL RURAL BUSINESS GROUPS WERE GIVEN ADVICE ON EUROPEAN LEADER FUNDING THAT HELPED FUND PROJECTS FOR THEIR BUSINESS

WE PROVIDE HOT DESK SPACE IN THE GREEN ROOM TO EVERYONE

YOU SAID – PRODUCE A REGULAR NEWSLETTER AND ENGAGE WITH PEOPLE OFF SOCIAL MEDIA

WE DID – TWO NEW LOOK NEWSLETTERS HAVE BEEN PRODUCED AND OUR WEBSITE REVAMPED

WE ENGAGE WITH 200 SENIOR CITIZENS OFF SOCIAL MEDIA

YOU SAID – ENAGAGE WITH YOUNG PEOPLE

WE DID – RAN THE YOUTH CLUB AND PROVIDED OPPORTUNITIES THROUGH IT PRE COVID.  GO INTO SCHOOL ON REGULAR BASIS TO SUPPORT ACTIVITIES LIKE GARDEN CLUB AND RAN COMPETITIONS TO DESIGN A STONE (PRE INSTALLATION OF CHARLES JENCKS ARTWORK) AND TRIPS OUT FOR HISTORY PROJECT.  RAN THE FIREWORKS EVENT FOR ALL THE FAMILY.

YOU SAID – PROVIDE LOCAL GRANTS FOR COMMUNITY GROUPS

WE DID – LAUNCHED THE COMMUNITY LOTTERY WITH £10,000 DONATED TO LOCAL GROUPS

YOU SAID – INVESTIGATE SOURCES OF FUNDING TO MAINTAIN ACTIVITY

WE DID – WE FOUND FUNDING FOR A FUNDING OFFICER AND RIASED OVER £70,000 TO SUPPORT ACTIIVTY DURING COVID.

YOU SAID – BUILD HOUSING FOR THE ELDERLY AT CAMPS

WE DID – ESTABLISHED FUNDING FROM  SCOTTISH GOVT AND MORTAGE OFFER IF WE MEET RIGHT CRITERIA IF WE CAN DELIVER PROJECT ON TIME AND WITHIN BUDGET

YOU SAID – SUPPORT A NEW SPORTS FACILITY

WE DID – THE PAVILION IN THE PARK, BUILT BY WEST LOTHIAN COUNCIL.  THE FACILITY DOESN’T INCLUDE EVERYTHING WE RECOMMENDED AND THE COUNCIL ARE FINDING IT DIFFICULT TO ‘MANAGE’ THE FACILITY (XCITE WERE ORIGINALLY PLANNED TO RUN THE PAVILION) SO THE KCDT BOARD HAS STEPPED IN TO COME TO A SOLUTION TO THAT. WE EXPECT TO TAKE OVER THE LICENCE FOR RENTING THE PITCHES AND HIRE OF THE PAVILION OVER A TWO YEAR REVIEW PERIOD FROM APRIL 2021 (DEPENDING ON CURRENT RESTRICTIONS).

WORKING TOGETHER KCDT AND KCC HAVE ENHANCED THE AREA AROUND THE PAVILION WHICH LED TO WORK ON PATHS AND NEW BENCHES BEING BROUGHT FORWARD BY WEST LOTHIAN COUNCIL

YOU SAID – LOBBY FOR NEW HEALTH PROVISION

WE DID – USING OUR OWN FACILITIES FOR FLU JABS AND PHARMACY PROVIDING ADVICE.

YOU SAID – IMPROVE DRAINAGE ON PITCH

WE DID – WE LOBBIED THE COUNCIL TO DO THIS AND MAKE SMALL IMPROVEMENTS IN PARK FOR A FUTURE FOOTBALL CLUB. A MUGA IS ALSO DUE AT SCHOOL.

YOU SAID – IMPROVE COMMUNITY WOODLAND

WE DID – NEW ACCESS PATH WAS BUILT, TREES THINNED AND AN AREA TO SIT WITH FIRE PIT.

YOU SAID – BUILD A PARK/SKATE FACILITY / IMPROVE PARK

WE DID – NOT ACHIEVE THE SKATE/BIKE FACILITY BUT DID SOME INVESTIGATIVE WORK TO FACILITATE IT DURING THE NEXT DEVELOPMENT PLAN.  WE ARRANGED FOR A NEW FLYING FOX TO BE INSTALLED AND A HARD SURFACE NEAR BASKETBALL HOOP.

YOU SAID – DETERMINE A ROUTE TO SELM MUIR

WE DID – ESTABLISH A ROUTE YOU CAN WALK AND PROMOTED OTHERS VIA A LOCAL MAP.  WE HAVE FUNDING TO HELP TAKE A TRAVEL HUB AND RELATED PROJECTS INTO THE NEXT DEVELOPMENT PLAN.

YOU SAID – START FRESH FOOD INITAITVES AND WORK WITH LOCAL PRODUCERS

WE DID – THERE IS NOW ORGANIC EGGS, CYRENIANS VEG BAGS, FRESH BREAD AND WHOLEFOODS AVAILABLE IN FESTIVAL STORES AND FRESH SOUP BAGS FROM THE LARDER.

YOU SAID – INVESTIGATE A CAFÉ

WE DID – BUT THE FOOTFALL AND LACK OF PARKING SPACE IN THE VILLAGE MEANS IT WOULD BE A RISK

YOU SAID – IMPROVE ACCESS TO PENTLAND PARK

WE DID – DEVELOPED THE CAR PARK AT HARPERRIG AND DEVELOPED A MAP WITH DETAILS HOW TO ACCESS ROUTES

YOU SAID – IMPROVE THE LOOK OF NEGLECTED AREAS

WE DID – THE DEVELOPMENT OF A STONES PROGRESS BY CHARLES JENCKS, WORK AT MEADOWBANK BUS STOP AND EMPLOYED A COMMUNITY GARDEN TO SUPPORT THAT ACTIVTY AND HELP DO LOCAL GARDENS FOR A LOW COST.

YOU SAID – ENGAGE WITH LOCAL STAKEHOLDERS FOR TOURISM AND HISTORICAL IMPROVEMENTS

WE DID – WE SAT ON THE VISIT WEST LOTHIAN BOARD AND DEVELOPED THAT, BUILT THE CHARLES JENCKS STONES WHICH WILL BRING PEOPLE TO THE AREA, PRODUCED THE TOURISM MAP AND LAUNCHED A HISTORY PROJECT WHICH COULD LEAD TO FUNDING ON A BIGGER PROJECT.  KCC AND THE LOCAL AUTHORITY WORKING ON CONSERVATION VILLAGE.

YOU SAID – INTRODUCE MOBILE TIMETABLE FOR BUSES

WE DID – YOU CAN NOW USE THE LOTHIAN BUSES MOBILE APP

YOU SAID – RESOLVE SPEEDING ISSUE AND IMPLEMENT OTHER FORMS OF TRANSPORT

WE DID – WITH KCC ENCOURAGE THE LOCAL AUTHORITY TO INTRODUCE A 20MPH ZONE AS A FIRST STEP (WE HAVE OFFERED TO PURCHASE ELECTRONIC SPEED SIGNS BUT WEST LOTHIAN COUNCIL WOULD NOT SUPPORT THIS OFFER)

YOU CAN NOW BOOK ONE OF THREE E BIKES FROM FESTIVAL STORES

YOU SAID – SUPPORT RENEWABLE ENERGY PROJECTS

WE DID – TAKE FAUCH HILL AS FAR AS WE COULD BEFORE REJECTION AT PLANNING BY WEST LOTHIAN COUNCIL (LOSING MILLIONS FOR OUR VILLAGE PROJECTS)

WE ARE WORKING ON CAMILTY WINDFARM NOW.

YOU SAID – LOBBY FOR IMPROVED BROADBAND

WE DID – SUPPORT THE VIRGIN IMPLEMENTATION ROLL OUT AND HAVE FUNDS FOR HARPERIGG RESIDENTS TO DEVELOP THEIR BROADBAND SYSTEM

YOU SAID – INTRODUCE AN ATM

WE DID – THERE IS AN ATM SERVICE IN THE PHARMACY POST OFFICE.  YOU CAN TAKE MONEY OUT WITHOUT PURCHASE.
